I used to think that the Millennium Development Goals and the subsequent Sustainable Development Goals were merely symbolic. After reading a number of studies on the Millennium Development Goals target on water and sanitation (7c), I started realising that these targets are very important as they influence national policies and determine what type of data is collected on water and sanitation worldwide. Academics have frequently criticised the Millennium Development Goals target on water and sanitation during its running period (2002-2015). Through a systematic literature review of 62 articles, we provide an overview of the critique on the Millennium Development Goals target on water and sanitation, followed by recommendations towards the Sustainable Development Goals.
